Andrew brings over 25 years of experience across the employment, vocational rehabilitation, public policy, and technical assistance sectors to the K. Lisa Yang and Hock E. Tan Institute on Employment and Disability. His career has included experience at the local, state, and national levels through the direct administration of employment programs for individuals with disabilities in both Pennsylvania and New York, and through the provision of technical assistance on the implementation of best practices in employment services across a myriad of organizations and states. These efforts have consistently focused on developing the necessary systemic infrastructure to ensure the delivery of high-quality employment supports to all people.
His key areas of interest and research center around systemic change and organizational culture and behavior, as well as on implementing best practices for customized employment, individual placement and support, work-based learning, and supported employment to youth and adults with disabilities.
At the Yang-Tan Institute, Andrew is currently the Principal Investigator and Director of numerous workforce development, transition, and special education initiatives within YTI’s overall portfolio of projects.
Prior to coming to YTI, he was responsible for co-authoring and facilitating the vision of Employment First in New York State through the development and implementation of the New York Employment Services System (NYESS), the
administration of the state’s Administrative Employment Network under the Social Security Administration’s Ticket to Work program, the oversight and implementation of New York State’s Promoting the Readiness of Minors in Supplemental Security Income (PROMISE) project, and the development of a statewide work incentives navigator system.
